HCS SB 355 -- ORGAN DONOR PROGRAM
SPONSOR: Stoll (Harris, 110)
COMMITTEE ACTION: Voted "do pass by consent" by the Committee on
Transportation and Motor Vehicles by a vote of 19 to 0.
This substitute allows persons registering their vehicles to make
a $1 donation to the Organ Donor Program.
Current law requires parental or guardian consent to be noted on
a minor's donor card, the application for the donor's instruction
permit or driver's license, or other document of gift. The
substitute states that parental or guardian consent can be noted
on the permit or license instead of the application and on the
driver's license as the attorney-in-fact.
FISCAL NOTE: Estimated Net Income to Organ Donor Fund of $39,600
in FY 2004, FY 2005, and FY 2006. Estimated Net Cost to Highway
Fund of $14,782 in FY 2004, $28,955 in FY 2005, and $29,836 in FY
2006.
PROPONENTS: Supporters say the bill will help raise funds for
the Organ Donor Program.
Testifying for the bill were Representative Crawford for Senator
Stoll; Department of Health and Senior Services; and Department
of Revenue.
OPPONENTS: There was no opposition voiced to the committee.
